A. 舉辦緣起：

提升技術。凝聚感情。善做公益。

為提升台灣消防救助，以及高空工程使用雙繩索技術的能量，期使高空拯救及工程作業使用雙繩技術的安全性。雙繩索技術在國際上已經受到先進國家工業工程以及繩索救助單位的普遍使用，期望藉此比賽讓技術員體認到雙繩索技術的安全性以及效率性，將有助於將台灣與國際技術相互接軌。

   Introduction:

Technology enhances. Brings together the rescue at height works into the rope rescue community. Do well to the public.

In order to upgrade the ability of Japan fire fighting rescue and increase the capability and safety of double rope techniques using on the industrial work at height and the high angle rescue.

Double rope technique is widely used internationally in industrial rope access and rope rescue companies. This is the opportunity to encourage the work at height workers to realize the safety and efficiency that the double rope technique can achieve. This competition will take rope access community in Japan Internationally.

G-1. 評核員工作坊日期 Date of Workshop for Controller

                 費用 Fees: NTD$ 6,000  

 

註 1: 台灣隊伍評核員必須是參加過橋兩天評核員技術工作坊的人，任何一支台灣隊伍的評核員如果沒有參加過橋技術工作坊，此隊伍將不具有參賽資格，報名繳費之後也將不退費。

 

Remark 1: The Controller of Taiwan team must be a person who has participated in the two-day Controller technical workshop. If any Taiwan team's Controller have not participated in the Ch’iao technical workshop, this team will not be eligible to participate, and will not be refunded after registration.

 

  註 2: 台灣隊伍的領隊具有參加此工作坊的資格，但沒有強制規定需要參加。

 

Remark 2: Team leaders of Taiwanese teams are eligible to participate in this workshop, but it is not mandatory to attend.

 

  註 3: 評核員技術工作坊報名費用不包括交通費、住宿費。

 

Remark 3: The fees of Controller's Technical Workshop do not include transportation and accommodation fees.

 

  註 4: 報名費用包括6/29晚餐費用。

  註 5: 台灣評核員參加此評核員技術工作坊不需繳費，其餘國家或地區之隊伍評核員或領隊參加則需繳交以上費用。

 

Remark 5: There is no fee for Taiwanese Controllers to participate in this Controller Technical Workshop. Team Controller or team leaders from other countries or regions need to pay the above fees to participate.

I. 比賽地點Location od Competition:

 

台灣台南 Tainan City, Taiwan

 

  評核員技術工作坊 Location of Controller Workshop:

        

        台灣南投 樹德半山夢工廠 

 

J. 組別規劃：

Team planning:

• Rope rescue special team

1. 總共30隊。每隊7人。其中一人為擔任傷患。30 teams in total, 7 persons per team. One of team member is a victim

 

2. 體力技術賽事：每隊6人參賽。(領隊以及四位隊員被要求一定要參加此賽事。傷患與評核員擇一參加此賽事)

Technical Race of Energy: Each team 6 persons. (The Leasder and four team members should participate, and the Victim and Controller can choose one to participate in this race.)

 

       

4. 繩索救助賽事：每組7人，1名為領隊(Leader)、1名為評核員(Controller)、1名為傷患員(Victim)、4名隊員。PS.傷患體重至少需要70公斤。

Rope Rescue Competition: 7 persons per team, one person is a Leader, one person is a Controller, one person is a Victim and the other four are team members.

PS. The weight of victim should be at least 70 Kg.

5. 以上兩個賽事（體力技術及繩索救助）必須為相同的人，不可換人。

Two competitions as above (race of energy & rope rescue tournament) must be the same team members, change member is not permitted.  

 

K. 參賽費用：

Entry Fee:

• Rope rescue team

    新臺幣 24,000/隊(24,000 NTD/team), 或美金 775元/隊(or 775 USD/team)

    4/30前需繳費。Paid by 30^th April, 2024

 

附註1：報名費用不包括交通費、住宿費。

Note 1:  Entry fee does not include transportation fee and accommodation.

附註2：報名費用包括晚會餐費、保險費。

Note 2:  Entry fee include dinner and insurance.

附註3：參賽選手可獲得主辦單位製作之T恤一件以及其他贊助商紀念品項。

Note 3:  Contestant will receive one T-shirt (specially made for this event) and

         souvenirs from other sponsor company.

附註4：以上參賽隊伍與選手一旦報名繳費，無法以任何理由要求主辦單位退費。

Note 4:  There will be no refund once the entry fee has been paid.

附註5：主辦單位若主動取消本賽事，所有參賽隊伍或選手將可全額退費。

L. 參賽資格：

Qualification:

1. 男女不拘，無限定台灣國民。比賽官方文字與語言為中文。

No gender restricted. Foreigner is welcome. The official words language are in Chinese .

2. 年滿十八歲。

Must be 18 years old or older

3. 五十五歲以上需開立所屬國家或地區，中央主管衛生機關評薦合格之教學醫院或公立醫院身體健康檢查報告，各項檢查須符合參賽隊伍國家所在地一般身體健康檢查標準。

National Hospital medical exam report is required for age 55 or older. The exam items need to accord the regular health body medical examination for each team’s national regulation.

附註：所有参賽者皆需填寫及簽署健康狀況聲明書，以示身心狀況無堪慮。主辦單位有權於必要時候因健康或安全之因素停止參賽者開始或繼續比賽。

Note: All contestants must fill out medical statement to verify the mentally and physically stability. The organize reserve the right to reject contestant for this event. 

 

 

M. 名次獎項：賽事有冠、亞、季軍之獎項。（每個名次之獎項市價總額皆超過報名費用）

Rank award: The competition has awards for first to third place. (The total price for each rank

award are more valuable then entry fee)

N. 參賽技術：

Technology:

1. 雙繩系統。

Double rope technique system

2. 上攀：不限定使用任何種類器材、不限定使用腳踝上升器。不得使用自動上升器。

Vertical Ascending item: Ankle ascender or any kind of equipment is permitted. Automatic ascender is prohibited

3. 繩索救助：不限定使用任何型態技術裝備。不得使用電動器材。

Rope Rescue: Equipment has no limit for use except Automatic/Electric devices.

 

 

O. 參賽保險：

Insurance:

主辦單位提供場地責任險。

We provide site liability insurance.

S. 賽事規則：

Competition rules:

S-1. 體力技術比賽 Energy Technical Race

1. 比賽全程採雙繩技術，必須有確保系統。

Using double rope technique throughout the game, back-up or belay system is required.

2. 技術項目：繩索上升/下降、走路/跑步、繩索架設等。

Technical contents: Ascending/Descending, Walking/Running, Rigging etc.

3. 體力賽事設有關賽時限(deadline)，全程關賽時限為60分鐘。超過時限主辦單位將要求參賽者停止動作。無法於關賽時限完成之參賽者將不列入計分。

Each team has requirement of deadline for this race. 60 minutes is deadline. Each team cannot achieve the deadline point will be asked to stop this race.The Non-achieve team will not be included into scoring.

      4. 參賽過程選手如發生第5點“嚴重錯誤”其中一項者，此組將不列入計分，主辦單位將有權要求參賽者停止比賽。

If contestant has any major mistake happened according to the Five point in below. His/her team will not be including into scoring and the organizer has the right to ask this group to stop the race

5. 嚴重錯誤之認定：

Major mistake:

5-1 單點掛接。

        Single point connect

5-2 經主辦單位認定具高危險之技術行為。

        The organizer recognize as a highly-risk technology behavior.

6. 參賽選手的個人技術裝備由個人自行準備，主辦單位不提供參賽者任何技術裝備參賽。

The contestant must provide their own personal protect equipment. Organizer will not provide any technical equipment for the competition.

 

個人技術裝備規範如下：

S-2. 繩索救助競賽

   Rope Rescue special tournament

1. 比賽全程採雙繩技術，必須有確保系統。

Using double rope technique throughout the game, back-up or belay system is required.

2. 評比標準以速度與正確性為主要基準。每組必須通過11個關卡，最後統計名次將以耗時最少、拯救技術優越、受評核員指正錯誤最少者為優先排列。

Evaluate standards for speed and accuracy as the main reference.

Each team must pass 11 different items.

The last statistics ranking will be less time used, advantage on rescue technologically and the less error correction by the controller to prioritize

3. 每個關卡限時45~60分鐘。如無法於時限內完成，主辦單位將有權停止其繼續操作，但並不影響進入下一關卡的資格。

The time limit for each item is 45~60 minutes.

Team cannot be completed within the time limit. The organizer has the right to stop the team continue on this course. But it will not affect on the next course.

4. 每一參賽專隊，必須指派一名評核員(Controller)作為其他組別的評核作業。評核員不會從事自己隊伍的評核作業。

Each team must assign one team member to be controller to assess other teams.

And this controller person will not assess his/her own team.

5. 評核員評比的成績為每一關卡唯一成績，大會主辦單位每一關卡現場安全及解說工作人員不參與評比，但大會工作人員可以提供技術意見供評核員參考。

Controller’s ranking score is the only score for each course.

Each course will have course leader and safety officer assign by organizer.

These two rolls will not involve in the competition assessment, but can provide technical suggest to controller.

6. 大會每一關卡現場安全以及解說工作人員雖不參與技術評核，但可因各隊執行時所產生的技術風險提出警告，甚至可以停止參賽專隊停止比賽。

Although the safety officer and course leader are not involve in the competition assessment. But they can give warning to each team due to technical risks that may happen to themselves or the patient.

Even stop the competition.

7. 空白 Blank

8. 參賽專隊完成每一關卡後將會回到主辦單位規劃等候區域，進行休息以及指派評核員。評核員將會帶領參賽專隊至下一關卡進行競賽。

Team will return back to the waiting area when they complete each course, for resting and waiting for assign controller.

Controller will take assign team to the next course.

9. 參賽專隊的技術裝備自行準備，主辦單位不提供也不限定參賽專隊使用任何技術裝備參賽。

The rescue team must provide their technical equipment.

Organizer will not provide nor limit any technical equipment for the competition.

 

以下為各專隊必備技術裝備：

Must have technical equipment for special rescue teams

9-1. 繩索 EN1891或NFPA認證，至少600米。

Rope EN1891 or NFPA certificates, at lease 600M

9-2. 擔架

Stretcher

9-3. 專業救護裝備

Specialized rescue equipment

9-4. 攀樹拋繩沙袋與細繩（至少五十米）

Tree Climbing throw ball and cord. (at least 50 M)

9-5. 其它繩索救助技術裝備

Other Rope rescue technical equipment

 

• CE（歐洲質量標準委員會）或UIAA（國際攀登委員會）或NFPA(美國國家防火協會)認證之裝備器材。任何使用未經過上列檢驗與認證通過之裝備器材，主辦單位有權要求不得使用於競賽中。

Note: Every equipment that use in the competition must be certify by CE or UIAA. Any equipment does not get CE or UIAA or NFPA certification is not permitted to use.

T. 注意事項：

Precaution:

1.  報名之隊伍的評核員必須參加主辦單位舉辦的評核員技術工作坊，如該隊評核員完成評核員技術工作坊之後未能參加比賽，新換的評核員如果沒有參加過主辦單位主辦的評核員技術工作坊，該隊將不具參加賽事的資格。
2.  本屆的橋只接受以軍、警、消、義消或救難人員名義參賽，或是名稱上雖不具備軍、警、消、義消或救難人員之組織名稱，但所有隊員必須全數都為軍、警、消、義消或救難人員之身份。必要時，主辦單位可以要求參賽隊伍出具隊員的以上身份之證明。
3.  競賽日如遇人力不可抗拒之因素（如：颱風、地震…等），致使影響舉辦活動，主辦  單位有權更改競賽日期，並於事前通知參賽者。

 In case of force majeure reason (such as typhoon、earthquake…) resulting influence on the event date.

Organizers reserve the right to change the event date, and will inform the contestants beforehand.

4.  未參加技術裝備檢查及技術說明會者，主辦單位有權取消其參賽資格。

 Without attending equipment inspection and technical briefing will be disqualify

the competition with no refund.

5. 本賽事需要耗費大量體力，參賽隊伍請詳加評估自身實力，完成參賽報名手續者不得以任何理由轉讓報名資格、更換參賽組別或要求退費。

This competition requires a lot of physical strength. Participants must carefully assess their own strength. There is no changing team member、changing teams

There is no refund after finish application process.
